Job description

About the role

The UNDRR Subregional Office for the Pacific is seeking a home-based consultant to act as National Project Coordinator for Kiribati on a two-year project (10 November 2026 to 31 July 2027). The project aims to improve systems and capacities in Kiribati to track disaster losses and damages in critical infrastructure sectors, and to strengthen evidence-based decision-making for sector planning and financing. The consultant works under the overall supervision of the Programme Management Office, UNDRR Subregional Office for the Pacific, and in close coordination with the National Disaster Risk Management Office (NDRMO) of Kiribati.

Key responsibilities

  • Coordinate with the NDRMO to consult the Loss and Damage Technical Working Group and relevant sectoral ministries and partners on tracking disaster loss and damage in critical infrastructure sectors, then help clarify institutional roles and develop recommendations for an inclusive, coordinated data governance mechanism.
  • Review, validate and complement existing assessments of disaster loss and damage data systems, focusing on the rollout of the DELTA Resilience database, while avoiding duplication of ongoing assessments.
  • Use the UNDRR Data Ecosystem Maturity Assessment (DEMA) toolkit and other data assessment tools, with technical guidance from UNDRR, to assess:
    • Existing data collection forms, tools, documentation and mapping, including work done through the BSRP Centralized Database.
    • Data disaggregation levels (sectoral, geographic, sex, age, disability) and gaps for DELTA Resilience and Sendai Framework Monitor reporting.
    • Valuation methodologies used to estimate disaster loss and damage.
    • Protocols, institutional arrangements and mechanisms for data collection, management, quality assurance and sharing.
  • Identify capacity gaps, interoperability needs, data governance issues and priority actions, and consolidate findings in a validation, gap analysis and DELTA-readiness report.
